OpenAI is investing approximately €105 million to establish its European Union headquarters in Dublin, aiming to create up to 400 jobs over the next three years. This ambitious move transforms their Irish office from a modest team of 50 employees into a major operational hub for EMEA.
Since opening its first Dublin office in September 2023, OpenAI has steadily increased its presence. By November 2025, the team had grown to over 50 staff. Now, the company is seeking 45,000 square feet of office space, enough room for the planned workforce expansion.
The hiring plan focuses on adding 250 new employees in the immediate term, with a roadmap to reach 400 staff. This scaling reflects a broader strategy to make Dublin not just a European outpost but a central base for tackling regional AI developments and regulation.
Ireland’s appeal for tech giants is well established: a favorable corporate tax environment, English-speaking talent pool, and access to the EU single market create an ideal setting for companies navigating complex regulatory landscapes. OpenAI’s commitment echoes moves by other tech leaders who have made Dublin a key European hub.
Alongside the jobs and infrastructure, OpenAI is advancing initiatives like “OpenAI for Ireland,” launched in partnership with the Irish government to strengthen AI skills among startups and SMEs. Key leadership roles, including heads of EU privacy and EMEA sales, signal a mature organizational setup focused on regional growth.
