Jack Dorsey voiced his frustration on X after the Indian government instructed GitHub to take down three repositories of Bitchat, the offline messaging app he developed. Sharing official documents, Dorsey bluntly stated, "The government of India does not like technologies like Bitchat and wants it taken down." The order came from the Indian Cyber Crime Coordination Centre (I4C), a branch of the Ministry of Home Affairs, demanding swift removal under threat of losing legal protections.
Bitchat is no ordinary messaging app. It uses Bluetooth Low Energy mesh technology to transmit encrypted messages device-to-device, bypassing the internet, SIM cards, and central servers. This makes it resilient against censorship and shutdowns, but also difficult to monitor. Indian authorities argued the app could be exploited by terrorists, criminal groups, or anti-national elements to avoid surveillance, citing Section 79(3)(b) of the Information Technology Act, 2000. GitHub was given only a few hours to comply or risk losing protections that shield online platforms from liability.
The reaction from digital rights advocates has been swift. The Internet Freedom Foundation (IFF), a prominent Indian nonprofit defending online privacy and free expression, condemned the order for its lack of transparency and vagueness. They highlighted how restricting open-source code affects not just users but also developers and researchers working on the project. The IFF criticized the government for imposing a tight deadline and raising national security concerns without clear evidence of wrongdoing.
This incident raises broader questions about balancing national security and digital freedom in India’s rapidly evolving tech landscape. With platforms like GitHub caught in the crossfire, the enforcement of such takedown requests could impact innovation.
