Despite the growing institutional coalition supporting the bill, optimism remains measured. The prediction market Polymarket assigns only a 37% chance that the CLARITY Act will pass in 2026, reflecting skepticism about its legislative prospects as the clock ticks down. BlackRock has described the act as a necessary step toward fostering innovation while safeguarding investors, while Fidelity highlights how a consistent national approach would ease regulatory confusion and promote responsible advancement in the crypto space. Goldman Sachs CEO David Solomon has emphasized the banking sector's rising embrace of crypto activities, including tokenization and blockchain settlements. The updated text, released by Senate Republicans on July 22, combines prior efforts from the Senate Banking and Agriculture committees. It clarifies the division of authority between the SEC, which would oversee securities aspects, and the CFTC, designated to handle derivatives and commodities. This delineation aims to reduce the regulatory overlap and conflicts that have clouded the U.S. digital asset landscape for years.
