Circle reached a new level of regulatory recognition after obtaining a limited-purpose trust charter from the New York Department of Financial Services (NYDFS). This move allows the company to expand its stablecoin issuance and custody services under strict state oversight. It’s a rare achievement that positions Circle as one of the most tightly regulated stablecoin issuers in the crypto world.
Already cleared by the federal Office of the Comptroller of the Currency (OCC) to establish a National Trust Bank, Circle now gains additional authority on the state level. This dual approval demands transparency and compliance standards akin to those of traditional financial institutions. The NYDFS granted the trust charter following intense scrutiny, underscoring Circle's commitment to secure and regulated crypto products.
New York’s High Bar for Digital Assets
Circle was among the first to obtain a New York BitLicense in 2015, setting a precedent for crypto companies operating in the state. The trust charter marks a significant progression beyond that, enabling Circle Internet Trust Company to act as a Limited Purpose Trust Company. Meanwhile, Circle Internet Financial continues as a Money Transmitter and licensed Virtual Currency Business.
CEO Jeremy Allaire emphasized that this milestone reflects over a decade-long regulatory dedication and reinforces USDC’s position in the global market. He highlighted New York's role as a global hub for digital asset regulation, with the NYDFS setting some of the most demanding standards worldwide. These licenses help Circle expand services while assuring users of the stablecoin's safety and compliance.
This development comes amidst a landscape where other major firms like Mastercard and Galaxy Digital also pursue similar licenses to solidify their foothold in New York. For Circle, it means tighter integration with regulated financial systems and greater trust from consumers and partners.
