Starting July 1, 2027, all cryptocurrency trading within Russia must be conducted through licensed entities. This new requirement comes as the State Duma has passed legislation establishing a regulated framework for the country's crypto market. Firms like exchanges, custodians, and other service providers now face a clear deadline to obtain official licenses.
The law will come into effect in stages, with most provisions activating on September 1, 2026. Banks will be compelled to refuse crypto transfers that do not comply with the authorized system after the transition period ends. This measure aims to ensure that all crypto activities happen under official supervision.
Licensing and Market Infrastructure
The new legal framework introduces a licensing system for crypto exchanges, crypto exchange offices, and digital custodians. Both existing financial institutions and specialized new companies can participate once licensed. Digital custodians will maintain records of crypto asset ownership, while exchange offices will act as points for buying and selling cryptocurrencies.
Banks, brokers, and asset managers can also offer crypto-related services but must meet additional prudential standards. Trading is allowed through brokers and organized markets alongside licensed exchanges, broadening the space of regulated participants.
Investor Rules and Cross-Border Transactions
Retail investors are permitted to buy cryptocurrencies approved by the Bank of Russia, but their annual investment is capped at 300,000 rubles per intermediary. Both retail and qualified investors must pass suitability assessments, though qualified investors will not face investment limits after testing.
The legislation continues to prohibit cryptocurrencies from being used as domestic payment methods. However, companies involved in exports and imports may use crypto without restrictions for cross-border settlements. These transactions can be made through licensed intermediaries or directly via any type of wallet or cryptocurrency.
Compliance Timeline and Enforcement
Market participants have until July 1, 2027, to secure the necessary licenses and align their operations with the new regulations. Additional anti-fraud measures are scheduled to take effect from September 2027, strengthening the oversight regime further.
The gradual enforcement timeline allows firms to prepare for full regulatory compliance. This step marks a shift toward formalizing Russia’s crypto market, combining investor safeguards with stricter control of trading practices.
