Patrick Witt, the White House's leading crypto policy negotiator, will take a military leave starting July 27, coinciding with a critical phase of the CLARITY Act in Congress. Witt's absence comes at a key moment as Senate Republicans are pushing to advance the legislation before the August recess, considered the last opportunity for its passage this year.
Witt, serving as the executive director of the President’s Council of Advisors for Digital Assets, has been instrumental in negotiations regarding crypto market structure, ethics rules, and stablecoins since he joined the administration in August 2022. His departure will leave a significant gap in discussions as the bill addresses complex issues including stablecoin yield rules and law enforcement concerns.
Before his time in the White House, Witt held positions at the Defense Department and graduated from Harvard Law School. His military training with the Georgia Army National Guard was planned prior to his appointment and has already been postponed once to facilitate ongoing negotiations. Sources revealed that Harry Jung, the deputy director of the crypto council, will assume Witt's responsibilities during his absence.
Growing Support for CLARITY Act
As negotiations unfold, the CLARITY Act has garnered backing from various law enforcement agencies. Recently, the Federal Law Enforcement Officers Association (FLEOA) endorsed the legislation, joining the National Organization of Black Law Enforcement Executives (NOBLE) in support. FLEOA emphasized that while the current draft represents progress in balancing innovation and public safety, it suggested potential revisions to strengthen protections for decentralized finance (DeFi) and clarify accountability measures.
With lawmakers working against the clock, Witt's ongoing role, though limited during his leave, may still influence discussions related to the CLARITY Act. His contributions have been deemed essential by colleagues, highlighting the importance of his expertise as negotiations continue to evolve.
