The UK Parliament's standards commissioner is set to investigate Nigel Farage, the leader of Reform UK, following a formal complaint regarding potential breaches of lobbying rules. The complaint, lodged by Labour MP Phil Brickell on July 2, 2026, raises questions about Farage's meetings and connections to billionaire Christopher Harborne, who reportedly owns a 12% stake in Tether's USDT stablecoin.

Details of the Complaint

Brickell has requested that Parliamentary Commissioner for Standards Daniel Greenberg review Farage's private meeting with Bank of England Governor Andrew Bailey, which took place in September 2025. This raises concerns about Farage's potential lobbying on crypto policy that could benefit his financial backer, Harborne.

Previous Investigations and Donations

Farage is currently under scrutiny for allegedly failing to declare a £5 million 'gift' from Harborne, a Thailand-based crypto billionaire. This gift, accepted before the July 2024 general election, has already prompted Greenberg's investigation into whether it should have been officially declared.

In addition to the significant gift, Farage received two £25,000 donations from Harborne in January 2025 and February 2026, while Reform UK secured a total of £15 million in donations from the same source.

Regulatory Context

The rules surrounding lobbying for Members of Parliament prohibit them from engaging with ministers or public officials on behalf of recent benefactors for a period of 12 months after receiving any form of benefit. This rule was established to prevent any financial or material advantages from influencing parliamentary actions. The UK Parliament extended the prohibition from 6 to 12 months in March 2023 following previous lobbying scandals.

Brickell emphasized that this investigation goes beyond the scope of cryptocurrency and delves into ethical concerns about an MP advocating for policies that may increase the profitability of a donor's investments.

Impact of Lobbying on Policy

Farage's alleged lobbying efforts included a call to the Bank of England to reconsider its digital pound plans. Following the September 2025 meeting, the bank altered its stance on stablecoin holding limits, raising the issuance ceiling to £40 billion (approximately $53.4 billion) after prior concerns were raised about a £20,000 ($26,700) cap making business operations unfeasible.

Farage has publicly credited this relaxation of policy to his efforts, further complicating the current investigation.
