OpenAI has implemented significant safety enhancements for its ChatGPT platform aimed at users aged 18 and under, amidst increasing regulatory scrutiny and concerns regarding the well-being of minors. Notably, the AI firm has introduced an age-prediction system that utilizes behavioral analysis rather than a self-reported age verification system.

New Age-Prediction and Parental Controls

This new approach, launched on September 16, 2025, moves away from simply asking users to confirm their age. Instead, it assesses user behavior to infer their age, automatically applying stricter content rules when a user is suspected to be a minor. This proactive strategy means that graphic and sexual content is blocked, roleplay interactions are minimized, and support channels including potential parental or law enforcement notifications can be activated in cases of distress.

Following closely, OpenAI also rolled out expanded parental controls in late September 2025, and more updates came on July 13, 2026. This includes notifying parents when accounts linked to their children are banned due to violent behaviors. Furthermore, in December 2025, model-level adjustments were initiated. These built-in behavioral principles restrict flirtatious dialogues and discussions of self-harm for users classified as minors, integrating safeguards directly into the AI's response framework.

Collaborative Frameworks for Safer AI Use

In an effort to ensure responsible use of AI technology among youth, OpenAI introduced its Teen Safety Blueprint in November 2025. This initiative includes collaborations with organizations such as Common Sense Media to create guidelines tailored to protecting younger audiences.

Regulatory Pressure and User Safety

The rationale for these enhancements is largely due to mounting legal pressures. OpenAI has faced criticism and lawsuits regarding the potential risks of generative AI on adolescents. One alarming statistic reveals that around 1.2 million users engage in suicide-related discussions weekly on ChatGPT. This concerning data shows the urgency of OpenAI's initiatives to safeguard young users.
