Buterin's plan introduces a multi-phase redesign for Ethereum's validator system. The first phase proposes the removal of public keys and traditional reward calculations from the beacon chain. These will be substituted with a new system featuring a 5-byte index alongside daily balances confirmed by zero-knowledge (ZK) STARK proofs. This approach aims to facilitate daily verification of validator balances while eliminating penalties for late proofs.
Subsequent Implementation Phases
Following the initial phase, Phase 2 is designed to refresh the validator registry on a daily basis. This mechanism will re-randomize the identities of validators, ensuring that only they can correlate their previous and current actions on the network.
