Oracle's ambitious $15 billion AI data center project in Port Washington, Wisconsin, is encountering a significant financial obstacle requiring over $7 billion in collateral. Collateral Requirements and Rating Impact
The Wisconsin Public Service Commission maintained strict credit collateral rules designed to shield electricity customers from risks tied to grid expansion costs for large industrial users. Under We Energies’ 'very large customer' tariff, a company with an S&P credit rating below A- must provide substantial collateral, typically in cash or letters of credit.
On July 9, S&P Global Ratings downgraded Oracle's credit rating to BBB-, falling below the A- threshold required by We Energies. This downgrade triggered a collateral requirement exceeding $7 billion, a sum Oracle deems disproportionate and difficult to secure without involving multiple financial institutions. Oracle's vice president Julia Robin criticized the burden as excessive and is pursuing judicial review in Ozaukee County Circuit Court.
Project Scale and Strategic Importance
The Port Washington facility is designed to consume close to one gigawatt of power. It forms part of Oracle's broader $300 billion computing capacity commitment for OpenAI, shared with two development partners. Drawing this scale of electricity from the regional grid demands complex engineering and regulatory approvals.
Prior to the collateral dispute, Oracle had invested billions in project development, highlighting the strategic stakes. The data center, together with the Stargate megasite in Abilene, Texas, is central to Oracle's hyperscale AI expansion.
