NOBLE Becomes First Major Law Enforcement Entity to Support CLARITY Act
NOBLE endorses the CLARITY Act, marking a historic moment for law enforcement support of cryptocurrency regulation amid ongoing scrutiny.

The National Organization of Black Law Enforcement Executives (NOBLE) has officially endorsed the Digital Asset Market Clarity Act (commonly referred to as the CLARITY Act) in a letter addressed to Senate leaders John Thune and Chuck Schumer. This endorsement marks the first instance of a significant law enforcement organization backing this legislation.
NOBLE's support comes at a critical time as the CLARITY Act faces scrutiny over potential implications on ethics and illicit financial activities. In the letter, signed by NOBLE National President Reneé Hall, who is also a former police chief in Dallas, the organization highlighted the bill's potential to enhance law enforcement capabilities while maintaining existing criminal enforcement authorities.
Key Provisions of the CLARITY Act
The letter outlined several important aspects of the CLARITY Act, including:
- Expansion of regulatory obligations for the digital asset industry
- Strengthening of forfeiture authorities
- Introduction of new compliance requirements
- Increased oversight of cryptocurrency kiosks
NOBLE emphasized that these provisions could significantly enhance investigative visibility, equipping law enforcement with additional resources to combat financial crime. Importantly, they noted that the act does not alter federal criminal authorities used to prosecute serious offenses like money laundering, unlicensed money transmission, conspiracy, and sanctions violations.
NOBLE's Unique Stance
This endorsement distinguishes NOBLE from other law enforcement groups, including the National District Attorneys Association, the National Association of Assistant US Attorneys, the International Association of Chiefs of Police, and the National Sheriffs’ Association, which have previously expressed concerns about the bill.
These concerns primarily focus on Section 604. Additionally, a coalition of religious sisters has called for a reconsideration of the bill, citing the absence of measures addressing illicit finance, anti-money laundering protocols, and overall accountability.
Next Steps for the CLARITY Act
Despite the oppositional stance from certain law enforcement factions, proponents of the bill continue to advocate for its passage. The group Stand With Crypto recently encouraged supporters to lobby their senators in favor of the CLARITY Act, warning that a lack of clear regulations may drive innovation overseas.
The Senate will reconvene on July 13, presenting an opportunity for members to vote on the CLARITY Act. The legislation requires 60 votes to pass, necessitating support from seven Democrats in addition to the Senate's Republican majority. The impact of NOBLE's endorsement in easing resistance to Section 604 remains to be seen as senators return to deliberation.
