"This new permissionless deployment approach will allow more users to create diverse outcome markets without bottlenecking the validators," said a Hyperliquid spokesperson in a recent Telegram announcement. The company declared plans to launch permissionless deployment for its HIP-4 prediction markets initially on testnet, prior to a full mainnet implementation.

Market creators will be required to stake 500,000 HYPE tokens to participate, with penalties including slashing for incorrect or delayed settlements. The system introduces standardized outcome templates, voted on by validators, that will be stored and enforced onchain. This grants anyone the ability to deploy markets based on approved formats rather than needing direct validator approval for each listing.

Validators will still oversee a small number of "canonical markets," limited to fewer than ten questions yearly created via validator votes, while most new markets will come from deployers accountable for defining and settling markets within the template rules. Initial allocation grants between 100 to 200 outcomes per deployer, with plans to implement an auction system for increased capacity. Deployers will also be permitted to set fees up to 50% on their markets.

The initiative follows HIP-4’s rollout in May, after which prediction markets saw approximately $100 million in trading volume within the first month. Hyperliquid continues to attract attention from decentralized finance and traditional sectors, as evidenced by Bitwise adding the HYPE token to its Bitwise 10 Crypto Index ETF (BITW) earlier this month.
